CIR Safety Review: The CIR Expert Panel reviewed data that indicated limited availability of ginseng saponins, which are a main component of ingredients made from Panax ginseng roots. Safety data reviewed by the CIR Expert Panel indicated that Panax Ginseng Root Extract was not a developmental toxicant and it was not genotoxic. A study completed by the National Toxicology Program provided no evidence of a carcinogenic effect. Dermal studies indicated that ingredients derived from Panax ginseng roots were not irritants or sensitizers.

Based on the data reviewed, the CIR Expert Panel concluded that Panax Ginseng Root, Panax Ginseng Root Extract, Panax Ginseng Root Powder and Panax Ginseng Root Water were safe as used in cosmetics and personal care products.
